Bureaucracy?
Good morning Team, today let's talk about bureaucracy. The reason I put this topic on the discussion is because nowadays beaurocrats most knowledgeable bureaucracy are . I agree they may not have as much luxury as private but they have a dignity that they work for the Government. The point is if we look at history then we all find out that this beareaucrasy exists from kings rulling. In British period they just mordenize it in a better way like by creating more grassroot authorities for individuals for different requirements and after independence we also adopt the same. Then say who was the actual ruler of India after the British beaurocrats or People. Then the point is from 1947 we have an excellent bureaucrats apart from our politicians. Then why we still these issues in our society. Point here I want borrow few words from our National Father Mahatma Gandhi ji that If we want to change the nation then we need to start from ourselves. It is actually true because we have talents but we want to use it for self not for others. I believe this is the main cause for this imbalancement of resources and progress ratio. I think to balance it we need to act by influence our beurocratic friends that boss use 80% for your self we just want 20%. If they feel good they increase. Also we need to apply it in our scopes because we are also part of government why only beurocrats why not we all imply this 80/20 logic in our lives. I think this is enough to indicate where is lakuna and why we need to solve it. Actually I left something on our topic. Actually I miss the orginal point that lakuna of resources like things need to increase instead of depending on the same numbers with increasing pressure. Point at the time of 1947 we don't have any pending cases but now we have. So how can we follow the same structure as before instead of focusing on enlarging the infrastructure in terms of resources and place to operate. Point is if you ask me I have a proposal for it. Let me share with you guys then we can measure how efficient it can be. Point is now we run by one head quarter, district, sub division, block, gp, village and municipal and wards like these levels have government administration. Point is it was being made at 1947 for targeting only less than 1 crore people. Now it is 143 cr but we still follow the same. Point is now we need a reformation. Like take an example of Odisha. It has 21 Assembly constituencies. Then our model will be like 1 headquarters, 3 sub headquarters, east, west and central. Each will have 7 constitutional sits and minimum 8 or more district governance in their jurisdiction. District will report to sub headquarters and sub headquarters will report to headquarters. Along with existing district and block level governance I want to introduce a grampanchayat and village level governance apart from people representative. Like It will be a government post named PDO and APDO which will be generated for each 50 people. 1 PDO and 2 APDO for every 100 people. Here PDO stands for Person Development Officer. They will report to concern the grampanchayat office. For grampanchayat there should be a GDO officer named as Grampanchayat Development Officer. They can be assisted by a few clerical posts. These GDO will report to the block office which will be as it is. For municipalities for now there is no need to change apart from a new post called WDO Ward Development Officer with PDO and APDO. The purpose of PDO and APDO is what now people is doing that going to the offices to avail schemes or facilities that will be done by those guys. So the government is for people. And We people will serve us by availing our facilities.This is my simple expectations in my model. What you think, how adorable is it? Feel free to share your opinions.
